In what way can NGO’s contribute to the European Security and Defence Policy?

I thank you for the opportunity to clear up thequestion, from the point of view of a German relief organization, in what way NGOs can contribute to the European Security and DefencePolicy.I do so from the perspective of the Johanniter-Unfall-Hilfe, which operates on both the nationaland international level, but I hope that I can alsospeak for the other diversified relief organizations in Germany that have a similar structure.
